9 Month Plan

 

1 - Place firm emphasis on the 'Highway 431 Corridor' relative to
    visual appeal, attractiveness, signage, building conditions
    and other underlying issues. Partnership with business,  
    industry and other property owners to assist in ownership and
    pride of the vision for our corridor.
 
2 - Review, amend and add to the current sign ordinance that
      would address....
     A - Placement, height and sizes of signs.
     B - Decree sign professionalism. This would prohibit
           hand made or home made signage.
     C - Enact the requirement of requiring English to be part of the
           signage for 'Public Safety' issues.
     D - Review and enact requirements for 'Digital Billboards' and
           'Digital Signs'. This would include placement, brightness,
           time frames for message changes, as well as prohibiting
           'blinking' signage.
     E - Review and enact 'color requirements' that would have
           the positive effect of being in harmony with the immediate
           surrounding area.
     F - Form a 3 member committee, that would include
          the Albertville  Building Inspector, for signage
          approval.              
     G - Inspect all current signage to determine 'official approval
           and were they permitted'.
 
3 - Develop and implement a 'Rental Inspection' for rental
      properties that would include housing, mobile homes and
     apartments. The value would be....
     A - Minimum requirements for dwelling units would be an
          avenue to ensure the 'tenants' have a safe and sanitary
          dwelling/environment.
     B - Property owners could have positive input and take
          ownership/accountability for maintaining a safe and
          appealing property.
     C - Would create a positive aesthetic value/attractiveness
           of our community neighborhood's.
     D - Property values would increase giving 'all' owners higher
           '$ equity $' in their property.
 
4 - Albertville Beautification Board/ Pride in Property Objective
 
    'To create a positive, aggressive campaign that will
extol the virtue of cleanliness, attractiveness
and curb appeal throughout our city'
 
     A - Create the 'Pride in Property' organization that will include
           City involvement, Volunteer Organizations, Civic Clubs,
           Garden Clubs, Boy/Cub Scouts, Girl Scouts/Brownies,
           Albertville Schools, Senior Citizen Groups, your Church,
           Albertville Chamber of Commerce, etc.
     B - Create 'projects' for these groups that will have a positive
           impact on the visual appeal of 'suffering areas' of our City.
     C - Community wide 'project days' to further enhance our
           'Pride in Property'.
     D - Work with City Council to assist in formulating a 'Minimum
           Landscape Requirement' for Commercial/Retail.
     E - Collaborate with the Board of Education to implement a
           contest in our school system to develop the 'logo' and
           'graphics' for the Pride in Property Organization.
     F - The winning graphic will be utilized on T-Shirts, Ball Caps,
           Informational forms, Road Signage, Residential, Retail
           and Commercial Award Winning Signs, etc.
     G - Partnership with the Albertville Recycling efforts.
 
5 - Retail Business Recruitment
     A - Mayor to accept personal responsibility for this critical
           need in our city.
     B - Form a 3 member committee, partnership with the
           Albertville Chamber of Commerce, local real estate
           brokers and developers.
     C - Develop the best professional portfolio/presentation of
           any city in Alabama. To include up to the minute statistics,
           population, median incomes, trade area, etc., and that
           would also extol 'all positive aspects of our community'.
     D - Develop and maintain a listing of available sites for retail
           development.
     E - Research/formulate the list of potential retail possibilities,
           search out developers and aggressively move to contact
           and continuous follow up.
     F - CDA Board/Formulate specifics for potential City
           Incentive's with input from the City Council and Mayor.
 
6 - Illegal Immigration and Related Issues
     A - Discussions and collaboration with Federal and State
           are on-going.
     B - Senator Jeff Sessions, Congressman Robert Aderholt
           and Senator Richard Shelby takes the problems we have
           in our city very seriously and they intend to help in any way
           they can!
     C - State Senator Hinton Mitchem and State Representative
           Frank McDaniel are concerned and will assist our city in
           this struggle.
     D - We are focusing on these areas at present...
          1 - Seeking meeting , through our Senator and
               Congressman with Director of Immigration and  
               Customs Enforcement.
          2 - Formal request for 287g training for our police officers,
                this will give them dual powers to include official
                capacity of an I.C.E. agent.
          3 - Formal request for an I.C.E. Office/Agency in Albertville
               staffed with Federal Agents. I propose to provide office
               building if necessary.
          4 - We have asked for major funding to provide our law
               enforcement with all tools necessary to combat the
               underlying issues relative to this.
          5 - Other plans are being formulated and will be announced
               in time.
